§ 24-3. Rules and regulations.

Reasonable rules and regulations may be promulgated by the city manager regulating the collection of garbage and other waste material and regulating the depositing of and disposal thereof at the city refuse disposal areas, and such rules and regulations may be adopted and shall have the force and effect of law so long as they do not conflict with the provisions of this chapter.
