§ 9-178. Application.

This article shall apply to all floating homes in the city from and after the effective date; except that floating homes occupied in the city prior to July 2, 1974 may be certified notwithstanding less than full compliance, when in the judgment of the chief building official the following conditions are fulfilled:

(1)

Compliance is substantially complete;

(2)

Full compliance is not possible with the existing floating home, or would induce severe hardship, and no single item of noncompliance, nor all items together, constitute a threat to the safety or welfare of the occupants, users, or public.
