It shall be unlawful for any person to move or cause to be moved any building from
one (1) location in the city to another location in the city, or from a location in
the city to a location outside the city, or from a location outside the city to a
location in the city, without complying with the provisions of this article. If the
services of a house transporter are utilized, it shall be unlawful for any person
to prepare the building for such transporting by breaking such building loose from
its foundation and performing the work necessary and incidental thereto, such as the
securing of sanitation, electric, water and other utilities, without such person,
or the owner of such building, first complying with the provisions of this article.
