It shall be unlawful for any person to drink, sell, dispense or manually possess any
alcoholic beverage upon or within fifteen (15) feet of the westernmost boundary of
the city's public beach and recreation area, as defined in section 8-51, or upon any parking area or parking space adjacent to or abutting such beach and
recreation area except as outlined in section 5-3(d).
