The city commission may, by motion, grant approval for the execution of a temporary
license agreement between the city and any person, by which the person may be authorized
to provide entertainment to the public, or advertise, promote or distribute products
or services, on designated portions of the public beaches, at such times and subject
to such conditions as may be prescribed in the agreement. No sale of any item, product
or service will be permitted in connection with said activities, except as provided
pursuant to section 8-54.
