§ 4-5. Civil liability.

Neither the police department nor the fire-rescue department, nor the city, shall be under any obligation or duty to an alarm user, or to any other person by reason of this chapter. The city specifically disclaims liability for any damages which may be caused by the failure of the city to respond to an emergency or any damage caused by a reasonable response to an emergency alarm.
