Article IX. EMERGENCY PREPAREDNESS TASK FORCE |
§ 2-272. Definitions.
(a)
Disaster means the actual occurrence or threat of widespread or severe damage, injury or loss of life or property resulting from a natural or human-made cause including, but not limited to, fire, flood, hurricane, tornado, snowstorm, ice storm, wind storm, oil spill, water contamination, utility failure, hazardous peacetime radiological incident, epidemic, air contamination, blight, drought, infestation, explosion, or hostile military action or paramilitary action, or similar occurrences resulting from terrorist activities, riots, or civil disorders.
(b)
Emergency means any occasion or instance in which the Governor determines state assistance is needed to supplement local efforts and capabilities to save lives, protect property, and the public health and safety or to lessen or avert the threat of catastrophe in any part of the state.
(c)
Emergency management coordinator means the person appointed by the Fire Chief of the City of Fort Lauderdale, who shall act for and at the direction of the proper city official(s) designated in the article in the coordination of all matters pertaining to emergency management within the municipality.
(d)
Fort Lauderdale Comprehensive Emergency Management Plan or CEMP means the plan developed and maintained by the city's task force and implemented by the city's emergency response team for the purposes of responding to all emergency or disaster situations by identifying and organizing the emergency task force; the CEMP is designed to be consistent with the Broward County and the State of Florida's emergency plans; adopted by resolution.
(e)
Fort Lauderdale Emergency Preparedness Task Force or task force means the group of persons identified in this article and the CEMP responsible for the emergency preparedness of the City of Fort Lauderdale.
(f)
Fort Lauderdale Emergency Response Team means those city employees designated by the task force and CEMP responsible for managing, directing, and implementing the city's overall emergency response and recovery operations prior to, during, and following an emergency or disaster.
(g)
Governor's state of emergency means an executive order or proclamation by the Governor that implements the emergency response and recovery aspects of the Florida Comprehensive Emergency Management Plan and applicable local plans of the county or municipal programs affected.
(h)
Local state of emergency means a declaration by the Mayor of the City of Fort Lauderdale or the city manager pursuant to this article which implements the response and recovery aspects of the City of Fort Lauderdale Comprehensive Emergency Management Plan and authorizes certain actions as described in this resolution.
