§ 1-9. Ordinances not affected by Code.

Nothing in this Code or the ordinance adopting this Code shall affect any ordinance:

(1)

Promising or guaranteeing the payment of money for the city, authorizing the issuance of any bonds of the city or any evidence of the city's indebtedness or any contract or obligation assumed by the city.

(2)

Establishing positions, classifying employees and setting salaries not inconsistent with this Code.

(3)

Granting any right or franchise to any person.

(4)

Dedicating, naming, establishing, locating, relocating, opening, paving, widening, vacating, etc., any street or public way in the city.

(5)

Dealing with appropriations.

(6)

Levying or imposing taxes.

(7)

Prescribing through streets, parking limitations, parking prohibitions, one-way traffic, limitations on loads of vehicles, or loading zones, not codified in this Code.

(8)

Which is an amendment to the zoning map.

(9)

Establishing and prescribing the street grades of any street in the city.

(10)

Providing for local improvements and assessing taxes therefor.

(11)

Dedicating or accepting any plat or subdivision in the city.

(12)

Amending the city charter.

(13)

Establishing bulkhead lines.

(14)

Relating to the sale or lease of a specific parcel of property.

(15)

Printed in appendix or footnote form in the charter included in this publication.

(16)

Extending or contracting or otherwise relating to the boundaries of the city.

(17)

Adopted for purposes which have been consummated.

(18)

Which is temporary, although general in effect.

(19)

Which is special, although permanent in effect.
