§ 1-4. Additions and amendments deemed incorporated in Code.

All additions and amendments to this Code, when passed in such form as to indicate an intent to make the same a part of this Code, shall be deemed to be incorporated in this Code, so that reference to the Code includes such additions and amendments. Any addition to this Code that was not passed in such form, but that is published in this Code, is considered a part of this Code.
