Any law enforcement officer of the city shall, upon authorization of the chief of
police or his designee, have the right to inspect during normal business hours, and
no more than once each day, the records and purchased property required to be kept
by this article to insure compliance with the record keeping provisions of this article
for the purpose of the identification and recovery of stolen property.
