§ 7. Provisional appointment.

  • Whenever there are urgent reasons for filling a regular position in a class for which appropriate lists on the required number of eligibles are not then available, the personnel director may authorize the vacancy to be filled by a provisional appointment.

    In such case, preference for provisional appointment shall be given first to persons whose names are on appropriate lists; secondly, to persons in the city service whom the personnel director finds to be qualified; thirdly, to persons who have applied for appointment as regular employees and whom the personnel director believes to be qualified. Provisional appointments shall be terminated at such time as the required certification and appointment can be made from a list and shall be for not longer than four (4) months.
