All vacancies in the classified service shall be filled by original appointment, promotional
appointment, provisional appointment, reemployment, reinstatement, reallocation reinstatement,
transfer or demotion. Whenever a vacancy is to be filled the department head shall
make requisition upon the personnel director for eligibles for appointment to the
class of position for which the vacancy exists. Such requisition shall be upon the
form provided by the personnel director. If the position is permanent the personnel
director shall certify to the department head the proper number of names from the
appropriate list or authorize some other kind of appointment as provided in these
rules.
