§ 3. Citizenship.

An applicant for city employment shall not be disqualified from employment solely because he is not a United States citizen unless the position south [sought] involves the direct participation of the employee in the formulation, execution or review of broad public policy. For purposes of this section, the positions of police officer and those of department head, deputy department head, assistant department head and building and zoning enforcement officer shall be considered as involving such direct participation, and are therefore subject to the requirement of United States citizenship.
